Using my winter criteria (at least regular snowfalls and annual lows to below -10°C, on the other hand i also want pleasantly warm summers) its somewhat hard to find places that would get B ratings for me).
Oberon would be the closest for a B rating for me. Also Thredbo Village looks pretty good in that winter context, however its summer frosts are pretty harsh with that -4 or -5°C record lows, so this would be rather a B-/C+.
As for the major centres:
Canberra: C+
Hobart: C
Melbourne: C-
Sydney: D+
Adelaide: D+
Perth: D
Alice Springs: D
Brisbane: D-
Darwin: E+

I'm a great lover of the Mediterranean climate, and there's only a half-dozen or so of those regions of the world, and Western Australia is one of them. So I give Perth an A!
I've been to Brisbane, Melbourne, Sydney, but they lie on the eastern side of Australia, with not the type of climate I'd enjoy, as I hate humidity! I'd give them all a C!

Melbourne and Sydney being referred to as 'humid' will be a funny joke to Americans on the east coast and Brisbanians. We actually need more humidity in the summer. Since the AUS east coast is proximate to a large desert, the summer humidity (or at least the dewpoint) is relatively low compared to other areas on the east coast (Buenos Aires, Shanghai, NYC, Washington, Charleston, etc)...
Sydney = C+
Brisbane = B+
Perth = B-
Darwin = A+
Alice Springs = B
Melbourne = c
Very nice climates
