It is my educated guess ( like many others believe) that woodland hills averages 100 F in August, since canoga park and van nuys average 97 F in August, then woodland hills naturally being hotter easily would be 3 degrees warmer.

And historically van nuys and canoga park have seen dozens of summer months with monthly average highs at 100F+. The most recent occurence was the summer of 2012, and July of 2006 averaged 103 F Monthly high so woodland hills would naturally be a bit warmer.

Everything else doesn't matter, you have to be kidding me with your educated guess. You can't just fabricate numbers out of nowhere.
2. Van Nuys Airport doesn't average 97°F in the warmest month, it tops out at 91.4°F according to the 1981-2010 normals from the NOAA website.

Van nuys averages 97 it says so on TWC. Pierce college, is on the other side o woodland hills (north of the 101), the closer you get to the foothills the hotter it gets, I'm not kidding neither are all the other people I know that live there. I have a friend you owns his landscaping business in east San Fernando valley, he is witness that once crossing the 101 south to the foothills it hotter than pierce college and warmer center area, he knows this since he does homes near pierce college and does homes in the woodland hills foothills

Woodland hills for me, a dry afternoon heat of 97 with a very pleasant overnight low in the 50s would be better to handle without AC than a humid DC with a 88 high and a low in the lower 70s.

Neither. I have lived in Woodland Hills and Fairfax County, a suburb of D.C. Both a horrendous in the summer. If we are talking during the day without ac, maybe D.C. but honestly, the humidity in the D. C. area is so bad you can barely breath. I have never lived without a/c and never intend to. Install a wall unit a/c and move to D.C.. Much more to do, public transportation is great, some of the best and free museums in the country and no brown.

I haven't experienced the type of summer weather of Woodland Hills for a longer period, but I do have experience from climates way more humid than Washington DC without AC, and it's actually not that bad. I did have some fans which did the cooling job as a replacement for the AC.

I'd go for Washington DC, it has a better summer climate than Woodland Hills (lower highs, thunderstorms etc), even though the lows of Woodland Hills would probably provide better sleeping conditions.

Though both sound torturous, I'll go for DC if shirtless is an option. At least there is a lower chance of sunburn .
