Temperature 7C (45F)
Sunny skies
Wind 32km/h (20 mi/h) sustained from Northwest
Humidity 55%

Option B:
Latitude 50N
Temperature 6C (42F)
Overcast skies
Wind is calm
Humidity 77%

So which would feel colder when one takes account of the windchill factor of option A despite the sunshine?

It gives a windchill of 3c, option B still feels like 6c so wouldn't feel as cold.

21 December : 32° solar noon
21 June : 79° solar noon (feel like tropics)

Aye. Option B would be a fairly average January day here. If there's no wind, it's comfortable enough with just a jumper on.
I'd prefer option A, I just wouldn't be too keen with the chilly wind.
