For the UK...

February: Cold

Temperature
Slightly below average, possibly below average.
Precipitation
Slightly below average, possibly below average.

1/2 to 7/2
A cold and wintry week is expected.
The first half of the week is likely to bring cold conditions across the country with a risk of snow showers. The snow showers could become heavy and prolonged in the north leading to substantial accumulations, and extend into southern regions. A period of rain, sleet and snow may affect western and south western regions for a time. Sharp nighttime frosts where skies clear and over areas with lying snow.
Cold conditions are expected to persist during the second half of the week with sharp overnight frosts developing and becoming severe where there is snow cover. The risk of sleet and snow showers perhaps transferring to eastern regions, particularly East Anglia, Kent and Essex where it may become very cold.

8/2 to 14/2
Colder than average to start the week, but temperatures edging upwards.
The early part of the week probably remains cold and mostly dry in eastern regions, but perhaps with a risk of wintry showers near the coast. In the west and north west it may be less cold with a risk of rain which could turn be preceded by sleet or snow as it pushes eastwards.
Through the second half of the week less cold conditions may push south eastwards, possibly bringing the risk of rain.

15/2 to 28/2
Forecast confidence for this period is low.
Through the second half of the month cold and more settled weather is anticipated. This period might bring significant snowfall to lowland areas in the east and possibly south of England in the form of showers. Conditions may be favourable for a widespread snowfall event during this period. North western parts of the UK possibly milder and more unsettled with rain at times.

Winter in Southern England to end cold with ''adequate'' snowfall?

I don't know about the UK, but we are gearing up for the coldest February in a few years here. Weather.com called Juno, Kari and Linus the trifecta of winter storms.

Brrrrrrrrrrrrrrrrrrrrrrr

Juno is heading your way now, and the others will be over you in a week to 10 days

You should jump over the pond to SoCal for a little vaca... 75° here!

I'm thinking February will be below average here. I'm hoping for one accumulating snowfall(wishful thinking) and then spring can come.

Well according to the latest temperature projections, February will be averaging slightly less than -1°C for the first 10 days, which is some 4 degrees below average. So yes, a proper cold first half to the month. No more heavy snow in the forecast just yet though, but there's 8 inches already so we can wait a bit before the next dumping!
