Possibly Ytterøyane, Norway, in 2015.
If you mean no freezes/sub-zero temps (Celsius), and require it to be a calendar-year.

Our average low for the first 10 days of April was the coldest on record (32.8 F/0.4 C), and the same as our February average low.

A look at Bridgeport's monthly average temp departure from normal since records began.

Only 1 month was 8+ above normal (Dec 2015) but there's been 6 months with 8+ below normal. I never knew this.

If you use the +/-6 degree mark .. 12 months were 6+ above normal, 21 months were 6+ below normal.

Interesting to note thought that the 12 months above normal mostly came after 1990

And we were right that we used to have front loaded winters. Look at the orange triangles. More were below normal in the past. We used to have cold snowier Decembers.

April 5 COLDER than January 26. The days were otherwise almost carbon copies of one another, except for January 26's shorter sun hours.

Marquette, MI has yet to have a low at or above freezing this year. The latest that's happened before was April 19, 1885, and the second latest was April 8, on multiple occasions.

Average low on April 28 in Marquette is 37 F / 3 C. That's saying something that they haven't had a low above freezing.

Average so far for April is 37 F / 20 F (3 C / -6 C) against an average of 47 F / 33 F (8 C / 1 C), meaning that Marquette is running over 10 F below average for April! Crazy how cold this spring has been. Reminds me of 1996.

My neck of the woods, Bowling Green, KY doesn't quite have it as bad. 63 F / 42 F (17 C / 6 C) is our average so far for April, against an average of 70 F / 46 F (21 C / 8 C).

Our highest low so far this year has been on February 20 at 63 F / 17 C. It's looking like May 3 is going to beat that record.
