Since 2000, the earliest ice day in Zagreb was on 17.11.2011. and (by far) the latest ice day was at 26.3.2013.

Never. It's never even been below freezing here, the record low is 40.8°F but I've only had my weather station since November 2nd last year.

Snow in July in Maine would be extremely hard to come by.. The air would be sourced in Labrador/Quebec.. Both places warm up to between 15-25c in the summer so snow is not going to form there.
Actually Portland has slightly cooler summer than most of inland Maine by afternoon highs. Nightly lows are warm though
