Well, it happened on April 3rd this year.

Here is a summary of first occurrences among some cold places (same source):

First occurrence of (temperatures above) -40C:
Oymyakon - Jan 8th
Verkhoyansk - Jan 2nd
Yakutsk - Jan 1st

First occurrence of -20C:
Oymyakon - March 16th
Verkhoyansk - Feb 20th
Yakutsk - March 2nd

First occurrence of 0C:
Oymyakon - April 3rd
Verkhoyansk - March 24th
Yakutsk - March 23rd
Cambridge Bay: hasn't happened yet (https://weatherspark.com/history/28214/2016/Cambridge-Bay-Nunavut-Canada)

First above freezing temperature in Cambridge Bay usually happens in May. It's been in June before, as recently as 2010. Never been before May 7 (records since 1977).

First occurrence of 0C was April 1st this yr.

Last 0C was October 2nd.

First occurence of -10C this season was Sept 16th.

First -20C was Oct 11th.

First -30C was Nov 8th.

First -40C was Nov 9th.

First -50C was Nov 24th (yesterday).

Edit: July 31st - August 22nd. If you only count "hard freezes" (by which I mean -4C or lower), it was May 29th - August 30th.
