You mean sleet? I bet we have different definitions of hail. Hail happens in a thunderstorm when there is enough updraft to push the water drops up into a freezing cloud. Ice forms around the raindrops then finally drop when it gets too heavy. Usually need warm surface environment.
If it's below freezing at 4000 feet most likely its not what we call "hail" but its sleet. ( I would think that's a universal weather term).
Does your government put out detailed weather discussions for certain areas? Be curious what they say

I still wear a jumper when it's 20C. It's not t-shirt weather at all for me. Lol
One reason is that the nights are still cold. The temp still dips to 7C-ish at night. You can still feel that chill in your bones during the warmish day.
It sort of depends for me. If we got a 20 degree day now it'd feel like the hottest thing in the world, whereas a day like that in mid-February would probably require a long sleeved shirt, perhaps (still far too warm for a jumper for me though).

I listen that South American ski resorts are suffering with lack of snow this season.. cerro catedral are in trouble.

Quite a big range - minimum of 83 hrs set in May 2011 to maximum of 351 in January 2009.
From records since 1932, the all-time low is 50 hours recorded in May 1963 and high 351 in January 2009.

It was bloody freezing today, no thanks to that evil icy westerly blowing
Even with my normal winter woolies attire as well as four pairs of socks and an pair of thick woollen gloves, my hands and feet were literally "frozen" to the bones
Horrendous forecast until Wednesday when milder conditions - by way of onshore S/SE winds - is expected, bring it on!
Definitely a very good weekend to stay indoors and catch up on chores, reading and paper/email work. I've had more than my fair share of being battered by that damn icy westerly this week whilst going to work and refuse to go outside at all this weekend hence my plans for staying indoors
When I got home (wife is away at her parents with the kids), the inside temperature was 12C .
Turned on the heater and cranked the thermostat up to a comfortable 25C

Do you remember the hottest day on record when many sites recorded 45-46C in January 2013? Or that Feb. 2011 night when the minimum dropped to only 27C?
Westerlies usually brings the worst of the cold and heat hence my preference for cloudy/wet S/E/N flows
