I'm not saying it's a joke. What I'm saying is, however, that in accidents where "speed" is the cause of death, the guy that was speeding isn't always the one who caused the accident.
That's true. However, his speed may pay a role in the fact that the accident turned out to be deadly. For example, a jaywalking pedestrian is obviously in the wrong, legally. But if he gets hit by a speeder doing 35 in a 25 mph zone, for instance, that jaywalker may be dead (whereas if the car had been going by the PSL, he'd maybe still be alive). The speeder's reaction distance is also greatly increased with greater speeds. It doesn't even have to be an adult jaywalker, though. What about a child playing in the street?

Myself, and millions of others, speed on the highway, and have never been involved in an accident. People aren't going to slow down on the off-chance they might be involved in an accident.
I agree with the part in bold. People will go about a fast as they think they can travel safely and get away with. Problem is reality doesn't always match those perceptions, which is why speed enforcement is necessary.

Maybe. But I wouldn't trust everything the highway engineers say. I think the cops who police those roads would have better judgment about the appropriate speed limit. They're on the roads, they see what's dangerous and what isn't. Traffic doesn't always happen according to engineers' models.
