No of course not, as it's impossible to forecast decimals. But if they say that the hottest temperature recorded yesterday was 31.5C, they say 31.5C and not 32C.
Also if there's a news headline that Turku recorded the first 20C temp of the season yesterday, they say "yesterday afternoon the temp rose to 20.3C, marking the the first over 20C temp of the spring". If it's 19.9C, the headline doesn't say "20C".
And 2 years ago there were headlines saying "nooooo, so close from the all-time May record of 31.0C was recorded in place x, the mercury climbing to 30.8C".
But if you're having a small talk and saying that the temp was 24C yesterday, it doesn't matter if it was 23.5C or 24.5C. You can't feel the difference anyway.
That's the exact same here. I like the precision of it.
Only difference is that when reporting the weather, they will say the exact temperatures to the nearest 0.1°C but on the map they'll round it to the nearest whole degree.
Ah, so they don't use decimal places to foretell future forecasts, but do it for past observations. I guess it would be kind of hard to be THAT precise for forecasts, lol.
I guess in the sense of past observations yours are more precise, here they usually just round off to the nearest whole. For example, the record low in Alaska is set at -80 F in most record books, but the actual observation was -79.8 F. I wonder if it were to fall to -79.9 F, if they would say it's a new record low or just tied.

The heat record for Finland is 37.2C and not recorded in history as 37C, and the cold record is -51.5C, and not recorded as -52C. All weather stations have recorded decimals since 1900.
When I open the FMI website it says:
Temp and DP are in decimals. Also notice that we record wind speed in metres per second and not km/h. And of course we use the 24h clock too. So if my imaginary girlfriend would ask what's the temp, I would reply "21,4 and the time is 18:22".
Thankfully, Europeans are leaving this Middle Eastern religion in large numbers.
