Sandy actually wasn't that intense rainfall-wise for southern New England & downstate NY. Its impact was wind and storm surge. Irene was heavy wind. Irene dumped on top of already very wet conditions. Not this case this time so flooding damage shouldn't be extreme.

Plus the fact that rivers and brooks are running low so that should help keep flooding in check somewhat. I think drought and flooding is hyped WAY tooo much out there. It's going to be local and coastal if anything. Not widespread IMO
Irene had a lot of rain and on top of saturated soils already like you said.
True, though Irene wasn't overhyped. Interesting that Vermont had the worst damage but not the heaviest rainfall; though the Hudson Valley had some nasty flooding. Worst side of a tropical system rain-wise is the west side.
Future radar loop next 48hrs. I see snow falling in Ontario and Quebec. Can you imagine this was happening in 3 months? Would of been more exciting. Cold air still in Canada but the 850mb freezing line drops to southern Quebec.
