10. Quito - Moscow is too cold.
11. St. John's - Lima is too dry.
12 Dhaka - Dhaka is too hot but Ottawa has too much cold and snow.

9. Lusaka. Djibouti is too hot.

10. Moscow. Quito is way too boring and UV indexes as high as 24 are definitely nope.

11. Lima, as St. John's is way too warm.

12. Ottawa, as Dhaka is far too hot and wet.

None of these are too bad but there are better capitals out there. Quito actually looks really nice, probably the most comfortable capital yet, although it is boring. With that being said I still like it.

Quito has better annual temperature but I will take Moscow's seasonality though spring/autumn months are colder than the ideal.

Since I don't know what the sunshine hours are for St. John's, the best climate on this list is Lusaka. Very pleasant temperatures except in the pre-monsoon season, almost 3,000 hours of sunshine and not too much rain.
