Charge to uncork? No way.

BYOB applies to beer too... we've brought a few bottles to BYOB restaurants in the past.

Some places charge corkage, but that is easily circumvented by the old "I guess we'll go somewhere else" routine.

I've never heard of a place charging for it. It wouldn't really fly here at all.

I don't think I've ever paid it, even where it is charged.

In most (but not all) places here you can bring beer too.

Eating breakfast at a sit down restaurant is definitely not in the culture here. Snacking is more popular. Fast food chains and some bakeries have breakfast menus:
Nos Menus | Pomme de Pain : restaurants sandwichs à toute heure, menus sandwichs.

Well, to be honest it's only a small fraction of places that allow you to bring your own wine here. They are often grouped together in one area. In Montreal there are two streets (Duluth and Prince-Arthur) that are known for this. I live where they happen to be concentrated in my city, but it's more of a suburban area.
