I would say gloominess from mid autumn to early spring as the most common type of weather across most of Europe, including those far east plains from western Rusia where the climate is humid continental, and most of southern Europe, except for few sunny spots that are located right along the Mediterranean coast.
So, jetstream plus both thick stratus clouds and permanent fogs coming from high pressure systems make European winters gloomy as a whole.
It's way different in most humid continental climates from United States, Canada or Asia, where their winters are not gloomy at all, but rather sunny.
