Coldest cities by country? (annual, East, population, climate)

I've also found Bolzano (population ≈ 106,000) that, according to wikipedia, has an average temperature of 11.9°C (now I haven't time for looking for other sources...)

Bolzano for the same period (1981-2010) has an average mean of 12.7°C, a little higher.
Another one could be Trento.
Most cities in the northern third of the country, Paris and coastal areas aside, differ little from each other. As one heads inland, warmer summers offset the chillier winters.
I checked the stats on Infoclimat as I couldn't access the regular Meteo France website from my phone. They're wrong by a large margin and Wiki is correct, the average is 10.0°C (well, 9.95°C if not rounded!). Not many vandals on the French Wiki it seems.
Lame yeah, but it's only 2.2°C warmer than bitter cold Białystok. And 6.0°C colder than Nice.
Actually I'm surprised by the temp difference between Bialystok and Suwalki. They're only 110 km apart and at similar elevations, yet one has a jan average high almost 3°C colder than the other.
Nvm, the reference period for those Bialystok stats is 2000-2012. It's actually quite a bit colder than 7.7°C. As you say we can't use those numbers.
