That's true; Siberia is mostly subarctic by definition: https://en.wikipedia.org/wiki/Subarctic_climate

Wait, I meant many places in Russia which manage to average 19c in the warmest month (same as Munich) but still get super long and cold winters. Or Winnipeg for that matter. Are all these places considered subarctic ?

FFS, Subarctic is a subset of the continental climate.

looking at winter avergaes and records, i'd say its more continental than oceanic
Summers are barely below 18C mean
