True, but things are normally still frozen with a lot of snow cover up north in early April, so cold can still be potent. Although obviously not to the same extent as in January.
The sun angle definitely makes a difference though, the same air mass in January would likely produce -30 or -40 F temperatures instead of a mere -10 F.
-10 is cold enough lol. No need for such ridiculously low temps.
Looking at the forecast we may end up with more 70F+ days in March than April. Last time that happened was 2012. Of course, the second half of the month could warm up again.
