Moosonee is only about a degree further north than Winnipeg believe it or not. It seems further north because it's nearly at the Hudson Bay. Moosonee has similar winters but much colder in spring and summer
Kinda surprises me that Winnipeg is an actual city while Moosonee barely has a thousand people. I woulda thought if there are a million people crazy enough to live in Winnipeg there must be at least a couple hundred thousand to be crazy enough to live in Moosonee

I think terrain plays a big part in the different sizes of the two places. Winnipeg is surrounded by good quality farmland that can be used during the summer months to grow wheat etc. Moosonee due to the cooler summers and being near James Bay with its very cold water is surrounded by swampy muskeg and discontinuous permafrost which is nearly impossible to farm.
