Last summer in Basra, they had a 53C/38.8C day/night. Insane. Last July had 25 days exceed 47C, the hottest being 53.8C, and 7 days exceed 50C. There wasn't even a low below 30C all month either. 12 days had lows above 90F too.
Yet 3,000,000 people still live there...
it's safer than the north, that's the only reason I can think of...

anyway I chose Baghdad, I have experienced 44C but not -26C. Neither are pleasant for long stretches of time but I picked what I'm familiar with.

Of course Ulaanbaatar. I would die in Baghdad if I would go out during day between June and September.

Ulan Bator for having 7 agreeable months vs 6 agreeable months in Bagdad - the remianing months in each are HORRIFIC

UlanBator B+ and F = D grade (year)
Bagdad B+ and F- = D- grade (year)

I vote for Ulaanbaatar.

Extremely cold weather is more acceptable than extremely hot weather for me.

These people are so brave.

On top of that, Basra is also really humid with high dewpoints in the summer.
