I think you have to be going more than 1 mph over the speed limit to get ticketed. I usually drive 65 mph on I-85, where the speed limit is 60, and I've never been pulled over.

Texas has a 75 mph speed limit and also a few roads with an 85 mph speed limit.

Of course, because no highway in the state of PA - and I've driven a lot in PA - ever had a 70 mph limit before. I wonder where else the limit has been changed - on what other roads. The Blue Route is horrible up to the PA Turnpike, and has a 55 mph limit. Must have also been very recent because the last time I was on that particular stretch of 476 was March - construction was already completed, and I would have noticed the 70 mph speed limit if it had been there.

Our speed limits are 75 mph on motorways and 62 mph on large roads. 31, 25 or even 18.6 mph in cities. The police usually lets you off the hook if you speed 6 mph above the speed limit outside centres. In good conditions (no traffic, good weather and visibility) you can get away with a warning for even a bit more speeding.

Tolerance for speeding depends here. Pennsylvania State Police have a reputation for being a bit more tolerant than NJ State Police.

Here it is basically 10 kmh tolerance.

You get 10% of speed limit here when it comes to speeding. So 77mph on a motorway, but you'd get away with 80mph I'm sure. It'd be a waste of time for the police to bother with such minor speeding.
90mph and above is definitely trouble time, and 100mph is an automatic ban.
