Places such as Montevideo and Porto Alegre are right on the ocean and are located on a continent that is located really really far away from the north pole, shouldn't they be warmer than Seattle during the winter? Where are you seeing the Forecast? the Brazilian Forecast shows that:

That looks even worse! I cant' believe it would get that cold in Porto Alegre...

Yeah,it can,in 2007 it got max 12 min 0 and in 2013 it got max 14 min 1,both in July,but lets see..

Forecast for the Coldest Brazilian City,Urupema(1300m),its have the help for being surrounded by small mountains,that help to lock the cold into the City,its just Insane:

I hope this pattern changes by July, I was hoping to travel to Buenos Aires, but if it's gonna be like 10c each day I'm gonna go another time...
