Phoenix is nowhere near as bad as Kuwait City, only place comparable to that in the US is Death Valley, and as someone who has lived in the snow belt of the NE and here for each half of my life so far, I choose the heat with the warm winter, I am allergic to cold and grey skies, I seriously had to take prescription anti depressants back in NY from Nov-Apr, was able to kick them cold turkey after moving here

The U.S South creamed the UK in a regional climate battle. Far more people prefer the reliable summer heat and humidity and lots of winter temperature versatility, epic thunderstorms in spring and summer, the threat of hurricanes and tornadoes (varies depending on where you go in the South) to the U.K's year round boring, cold overcast drizzle with anemic summers and some of the worst sunshine hours of major populated areas even if the winters are stable and mild for the latitude.

High of 28C always mean clouds/rain, with little to no sun for here. Hence being a "cool day". Even 27C is "chilly" in Surabaya.
28C high is the norm in Bandung though, 7ºS latitude with elevation half of Denver. Jakarta people visit Bandung for gastronomy, fashion, landscape, and "air conditioner"!

Have you thought about moving to the UK? Oceanic climates might grow on you after 30 years in Inverness.

Wrong, imo, a true mediterranean climate sees less than 1/2"/12.5mm of rain in it's driest month, like San Francisco, or Salem, OR
