I voted for Japan in a kind of toss-up seeing as neither is really that great. Hokkaido and some of the more elevated villages in Japan are very interesting and I'd take those over the majority of anything that is in Texas.
That being said, I think that places like Big Bend and Fredericksburg in Texas are good climates(probably better than the overwhelming majority of Japan) but I'll take those snowy Japanese climates in a coin toss.

South Padre is fairly close to Naha climate wise, yes yes, I already know you will bring up the cold snaps, but again, even though I live in a fairly stable place, I still feel averages are more important than deviations

I agree.
Average temps very similar.
I prefer Texas, I'm no fan of heat but I don't like Japanese climates at all.
Northern Japan is ok, though too snowy for my taste.
Texas has a few good climates, mostly in the Trans-Pecos area of west Texas.
High elevation towns Alpine, Fort Davis.
I also like South Padre, kinda Florida-like, like a drier Tampa?
Japan has Hokkaido. 'nuff said. Some mountain climates outside of Hokkaido, such as Nikko, Tochigi, are pretty good as well.
