Effectively, I do not see much difference between that and breaching the territorial waters. The only difference is theory and international law. But international law itself is essentially a complete and utter sham.

Russia does this in Europe all the time, and NATO forces do the same to test Russian responses.

The United States is closer to Russia than Britain so this is not the case.
