The lows in Minneapolis are noticeably cooler. He was probably referring to means.

That's true, and expected given it's latitude and location (nowhere near as urban, and also far from warm body of water).

Stillwater which is just outside Minneapolis has average high in the summer greater than NYC/LGA except for August

Stillwater----- NYC/LGA
June: 81.3F------80.5F
July: 85.4F-------85.3F
Aug: 83.4F-------83.7F

B+ for me.

Marred by winters a bit too long and cold (especially the lows), but i wish we had the same sunshine and snow amounts here. Very nice summers.

A very good climate.

I give to it a B+. It has nearly perfect winters (just a tiny little too mild), decent snowfall and precipitations. But sun hours are too high, more rain and snow would be better and in summer it seems a little bit too hot.

A.

Only thing I would change is make January average lows a bit warmer, make April a bit warmer and make summer nights a bit warmer.

It'd be even better if winters were a little colder but it is still good enough to get an A from me. I gave it an A. It's a very good climate.
