Most of Massachusetts fits that description. I know you looked at Logan Int. which is basically and Island in the Atlantic and discounted Massachusetts, but away from the immediate Shoreline, Worcester, Fitchburg, and even Great Blue Hill (6 miles from the ocean, and 8 from Logan) averages below freezing in January. Also Rochester and Syracuse in Upstate NY also have a "true winter".

Nice estimate, I expected a greater number, but either way it's interesting to see that such a small fraction (relatively speaking) of Earth's population inhabits these areas.

I agree. OP's definition of a "true winter" is far too restrictive.
