Glanced over the video comments and someone mentioned he was from Dnipropetrovsk, which is about three-quarters Ukrainian and one-quarter Russian, demographically. (That's for the city - the oblast, more generally is 80% Ukrainian with most of the remaining 20% being Russian.) So he could be a Russian - as any random person from there could well be - and apparently praising Putin would seem to make this considerably more likely. However, I cannot be sure either way.
In any case, he can get away with that in Germany, I suppose, but not Ukraine.
Putin is very widely hated in Ukraine - and why not? He's created the war. One degenerate living in Germany certainly doesn't alter that picture.
