With a 16.9 February mean and a 8.2 July mean Hobart is a classic intermediate oceanic climate under my system and Köppen. Trewartha calls Hobart "maritime subtropical" which is absurd since there are no proper hot months nor a very mild winter.
16.9 is borderline cool and warm-summer climate for me. I prefer to draw that line at 17 C.

Case closed. The difference isn't much, but Portland is a warmer climate.
The winter makes all the difference, again, look at Dallas and Los Angeles, Dallas may have a warmer annual average, but the winter makes the difference. LA January avg 58.0° no frost freeze or snow; Dallas January average 47.1°, lots of frosts and freezes and gets at least a trace of snow every year.
You can't discount one time of year, especially the colder time of year!

By your logic, where I live is warmer than Tampa, despite the fact that Tampa has a normal Jan temp around 60.6°, where we have a normal January temp around 56°

Um, you also can't discount the other 3/4ths of the year. No is "discounting" winter when you're taking the annual mean.
You palm tree types think winter is the only time of the year that exists.

Again, you are completely ignoring the other eleven months. I would certainly say you have a warmer climate than Tampa, consider your summers are like 15 F warmer than Tampa's and your winters aren't that much colder.
Are you thick or something? Annual mean is literally the measure of how cold/warm a climate is. By your logic, Nashville is a colder climate than London since it's colder in January.
