Not sure if it's just the photo quality, but those phoenix palms don't seem to be seeding -they"re generally covered in very obvious seed bracts for long periods. Even the little'uns would be seeding.

Brookings looks nice though -like the cheap side of NZ towns. My kind of place.

It's more normal, the annual average of Brookings is 2ºC bigger. And the most important thing, the winters are twice as warm than Vancouver. December is almost 3 times warmer in average.

For palm trees the winters are very important. In Vancouver June is slightly warmer than in Brookings, and July and August are quite warmer. That's a point for Vancouver. But those warmer winters make a lot for the survival of the Phoenix palm trees.

As you can see the Washingtonias look trashy, that's because the cool summers. They're on their limit. The Phoenixes are a better suited, but as Joe90 says, they don't appear to be seeding. It seems that summers are too chilly for them.
