For palm trees the winters are very important. In Vancouver June is slightly warmer than in Brookings, and July and August are quite warmer. That's a point for Vancouver. But those warmer winters make a lot for the survival of the Phoenix palm trees.
As you can see the Washingtonias look trashy, that's because the cool summers. They're on their limit. The Phoenixes are a better suited, but as Joe90 says, they don't appear to be seeding. It seems that summers are too chilly for them.
