Where's your source for those dew points?
79% RH at 23.6'C gives an average dewpoint of 19.75'C, and dewpoints are higher during the day and evening.

wunderground has DPs for most locations around the world.

Wind speed is also higher during the day which makes the conditions more refreshing so it evens out.

You literally picked a single month as your datapoint. 2014 was a very dry year. February 2007 for example had average DP highs at 22-23'C, and that month had very similar RH values as the wiki's averages.

So you are saying that the wiki averages are wrong and RH values are equivalent to 18C DP in January? The Wunderground data certainly doesnt suggest that the wiki values are correct.

What? I'm saying January 2014 that you linked had below average humidity and managed about 19'C average high DP, but February 2007 which had average humidity levels, had an average high DP of about 21'C.

February 2007 is not average according to Wunderground. The average DP in both Jan and Feb over the last 10 years is around 18.5C.

No, Feb 07 was average according to the weatherbox. Either way, the weather box average and the wunderground averages don't match.

Exactly, so thats why I think its fair to question whether the wiki relative humidity is correct. Wiki can frequently be wrong and wunderground suggest that it is.
