Joke. Niigata combines several unpleasant characteristics. Can't think of a single positive attribute for it.
Exactly man. East Asian climates are abominable. They have no redeeming qualities about them. Hot, humid, gloomy summers. Cold, dark, moist, winters. Japan and Korea are the worst offenders.

I didn't find South Korea dark or damp during winter. Defintely cold, but sunny and dry was my main memory of winter there.
Coffs Harbour in a landslide even though it's not even an A! Those crazy Japanese climates seem like really difficult to live in... wet snow and scorching summer nights. Nah not fun.
The gloomy winters are localized to Japan's western coast up through Hokkaido to the Kuril Islands, along with the Russian coast from the Sea of Okhotsk upwards.
Anyway, I choose Niigata for having colder winters as a reprieve from the summers, even though Coffs Harbour actually has milder summers.
Niigata is just another example of one of those terrible Japanese climates with summers that are hot, cloudy, humid, and very wet. It gets some points for snowfall, but I assume that it often lasts a short while before more rain comes to turn it into slush.
