Maybe because of altitude as Kyzyl is 650 m asl, Yeniseysk 75 m asl.

Perhaps the openness of the largely treeless surroundings of the arid climate enables this. Also slightly higher sun percentage in January, which generally is a bad idea if a high latitude is to avoid cold...

It's also in a pretty closed off valley which probably acts as sink collecting all of the colder air up in the mountains
