Yup but would have to be from the NWS Offices doing the usual balloon launches 2 times a day.

Atmospheric Soundings
Using Gray Maine as the closet spot.. August 19th at 7am looks like some clouds at 4500-5000' and sunny mostly
Sept 3rd doesn't make sense though for 12z (7am) maybe was an afternoon thing?? If you use Sept 4 00z (which is Sept 3rd 7pm) shows a small layer of clouds which still doesn't match photo. Could of been isolated on Mt Washington?
Then again use Caribou and see the difference. More clouds there.
