So you either have to pick between a climate with very cold winters and warm summers or a climate with mild winters and weak summers.

I think Oslo has the best balance:

Fargo, ND. Average annual temp of 5.9 C, and has nice and well-balanced seasons.

It snowed in september the last year

Edit:

It took a surprising amount of time to find any climates within that range at all.

St. John's also happens to be the closest place on Earth I know of to my ideal sunrise/sunset times throughout the year.

Craiova, perfect winters but summers are little warmer than I like https://en.wikipedia.org/wiki/Craiova#Climate
Iasi , winters are little colder than I like and summers are perfect. https://en.wikipedia.org/wiki/Iaşi#Climate
Craiova winters +Iasi summers + little more precipitation = my perfect climate

Yeah Oslo is good, but even using 1971-2000 the annual average for Oslo (Blindern, 94 m) is 6.2C...thus Oslo is disqualified for this thread.

From an official climate report:

Kongsberg (160 m) a little inland from Oslo is cold enough but still farily similar:
