The record lowest high ever recorded was the 27.8c in 1962. There are a couple of 28.x years and a few 29.x too (both 2007 and 2008 failed to reach 30C at Heathrow - but was recorded at LWC and Cambridge).

Well it was still recorded at Cambridge (and the question I answered was regarding the entire UK). The last year to not record 30c anywhere was in 1993 I believe.

Not disputing Cambridge, but if you accept LWC doesn't count and its readings are all worthless (which they are if it's a non-standard site) then why do you keep mentioning it, other than the obvious reason that it makes London sound warmer?
As for me, I know I live in a ****ty climate and that I'd be making myself look like a joke if I kept trying to make it sound better: no 20C yet here this year, looks like we'll be a bit later to reach it than our average of 21 May.
The two warmest days of the year so far are 18.5C on 9 April and 18.2C on 8 April. The warmest night so far is still the 11.0C recorded way back on 30 March, the warmest March night on record.
Well the Met Office should open a station in the heart of London (or at least make the averages available), so we can see the effect of the UHI. My guess is that they will be almost identical to the LWC averages, just with slightly cooler winter lows.

Is there no way you could get the St. James' Park data, even if you had to pay for it? I'm sure I remember reading that that had been the warmest place in the country on certain days, so they must have released some data at some point.
14-17c at the end of May isn't normal. The sun hours and rainfall forecast are certainly not normal, in fact the sunshine would be record breaking if that forecast comes off.

Around 19C would be normal for last week of May correct? There are a few 18-19C days in the forecast though.
