I vote for Eastern Europe, because summers in Eastern Europe are stable, and in Eastern U.S. in summer time are frequent storms of apocalyptic proportions.
Both are not that good, but I'd go with eastern Europe for having drier, milder summers.
If you are going to lump the whole of the Eastern US you have to remember that I'm at 39.9N latitude which is the latitude of Greece. A very large chunk of the eastern US is lower in latitude than Eastern Europe. So you need to say the northern half of the eastern US vs Eastern Europe to even compare equal latitude. If latitude is ignored then compare Charleston, SC to Warsaw, Poland lol. I know which one I would choose.
Very rainy, extremely humid, muggy and very hot summers and unless on the coast very cold winters. The coast also can get heavy cold fronts too, but the winter averages aren't that bad going down from NC.
Eastern half of Europe:
Includes zones as costal Romania, Bulgaria and Istanbul. And even the north of Greece. Really, 3v6?

Let's compare by latitude; that's the fairest way. It's not going to be fair if we start comparing Charleston to Minsk or Moscow; the latter two are significantly farther north
Eastern US because it includes places like Miami and Key West.
