Oxnard can be too cool in the summer
I remember a trip there in August of 2010, where the marine layer was encamped almost the whole week and high temps only ranged from 16° to 18°C the whole week

Sounds like extremely barren luck. Granted the station is 7.5 miles inland but there's a clean stretch of flat land for the air masses to move over, so given how coastal Salinas is and how high the mountains are behind Oxnard blocking easterly heat I can't imagine there being any significant difference there.
15ºC with much rain. That's cool for me brother. Catania for example smacks Reggio, also for the much better summers.
Personally I want at least a high average in the coldest month of 16.5ºC (well, it's accepted also 16.1-16.2ºC) but it's better if it's 17ºC or more.
then you should go straight to near tropical climates

I will say this, when my now deceased uncle moved to California, he considered buying in both Oxnard and Ventura, before deciding on Thousand Oaks, because it's warmer and sunnier in the summer
