Why would it matter. If it is floating it can be placed in the Atlantic or Pacific and moved to where ever the residents think is best for the day and needs.

Somewhere tropical but not in a major storm area. Somewhere around Polynesia? My reasoning being not so much climate, but the marine biodiversity that comes with it. I think an underwater city is cooler than a floating city. Just imagining waking up and seeing a whale swim off in the distance as you eat breakfast.

Forget about the weather, how are you going to get supplies to your floating paradise?

I live in Hawaii; shipping costs so much extra here, even Walmart charges an extra buck per Tshirt.

I think those would be positioned a few miles off the shore of the continents to be honest.
