The highest place occupied all year in France is Val-thorens (800 inhabitants) at 2300m. It's a ski resort in winter, but in parallel it's also a little village
Tignes has its city hall at 2100m

The highest one that has zero link with winter sports is Saint-Véran at 2042m (altitude of the church).

Briançon is the highest city in France (village <5000 inhab. city > 5000 inhab.)

I should dig out but I certainly have pictures of it as well somewhere. It is one of the gateways from Italy to France. Last time I was there was in 2014 while travelling to my folk's mountain apartment in the Maurienne area. There is a nice castle

Yeah, I was thinking St Véran was the highest town. Queyras area is also great in the southern French Alps although snow is probably a little more erratic.

Winters are not cold enough. Winter average highs are way too high. Warm ups are slow but this is better for a climate which has winters like that. Otherwise, it would be very warm throughout the year. I give it a C. It is not a bad climate.

In Turkey, there is a town called Göle in Ardahan Province. The elevation of the town is 2038 Metres. Many nights during the Winter, temperature drops to around -30℃. It's amazing how cold it is in Winter. About 27.000 People live in Göle but Urban Population is much less.

We have towns even at higher elevation than Göle but Göle is colder than them in winter.

C-, the averages aren't that bad but it seems too stable. The record low is much higher than that of Grenoble's (1971), which is a disgrace. And of course, while the averages are acceptable, they aren't good at all either. I don't want every other summer night to drop below 10°C!

Nope as it's quite a drive from the Riviera, but I posted photos from between there and Nice in these posts, landscape is reasonably similar:

Yes it's cold. Briançon is one of the coldest city in France.
I went there many times, evenings are fine in July-August. You can barbecue late without any sweater

I choosed it fresh because I was dreaming about cold air in the RER D lol
