A leading factor. Life is too short to settle for less. I know what I want, and what I don't want. But economy, cost of living, location, activities, etc. are all just as important to me.
I would never move somewhere for climate alone. Last year such an opportunity came my way, the area had a near-perfect climate (for me), but it had very little to offer in terms of everything else. After carefully considering it, the answer was hell no.
Personally, rain comes first. I want to live in a place that receives an healthy amount of rain all year around followed by much less cold and icy winds. I'm not a fan of cold and dry winds because I get sick too quickly. I've been hospitalised twice over the last year with pneumonia due to cold winds bashing me around and it's not nice at all.

It's my understanding it's not cold wind that causes one to get sick, rather it's some type of virus and or bacteria...
Anyway, I don't like cold weather either. never have. I find that it makes me feel fat and pale. Also, because one must use heat in the house when it's cold, hair and skin get dry... it's just gross IMO.
I honestly think people overstate how important weather is. If you're unhappy somewhere, it's likely not the weather and if you think so and think moving somewhere with better weather will help that, you'll likely be unhappy deep down in that new place too.
You have it pretty good if you can move to a place solely for the weather and not have to worry about other factors.

I was literally depressed in New York (had to take anti-depressants from October to April yearly), but my SAD went away when I moved to Phoenix, and haven't taken the meds in 16 years

When icy westerlies start to rev up, I have to don on three or four jumpers and jackets to keep myself warm and to ward off the cold itching to get into my chest - that can never happen again..

With the acknowledgment that I'd prioritize these differently if I had kids, here's how I'd rank them as a 22-year-old male from most to least important to me:
- Lifestyle (I hate, hate, hate the idea of living in a quiet, secluded subdivision and having to drive everywhere, or a town where life stops after 8 pm)
- Cost of living
- Scenery (but not just natural scenery; architecture and interesting urban planning could also be included)
- Culture
- History
- Weather (but I want real winters and summers, not Southern California weather)
- Crime
- Politics (I lean liberal, but I went to a conservative-leaning college and I have friends all over the political spectrum)
- Economy (I'm in the video game design industry, which, along with many creative fields, doesn't really move in sync with broader economic trends)
- Language (which dialect of English they speak doesn't matter to me, though I don't plan to lose my Chicago accent to blend in; I would also be fine learning a new language)
- Location
