Anyhow, I'd go with San Francisco and Lima.

Seoul, South Korea. Same latitude as Spain and Washington DC.... But far colder than either of those places in winter, and horribly humid and rainy during the fairly short summer.

Lima and Bilbao

Lima has the best climate for such an Equatorial latitude. I hate tropical climates, and Lima is very mild and nice considering that 99% of the other climates at the same latitude have ultra-tropical temps year round. But it's extremely gloomy and too dry.

Bilbao has very warm winters for their latitude, possibly amongst the warmest since it's even warmer than Nice from December to March. But it's way too gloomy and wet.

The worst is Vladivostok, no contest at all.

SF is neither that bad, it's ridiculously sunny which is very pleasing. Make a remix between Lima and Bilbao with SF sunshine and you get an A climate.

The worst, by far, is bloody Lima—one of the worst climates on Earth.

1. Hobart - eternal spring with fair enough difference between warmest and coldest month
2. San Francisco - ditto but Oceanic > Mediterranean IMO, less droughts
3. Eureka - not enough difference between warmest and coldest month
4. Vladivostok - Winter just a touch too cold, summer too wet
5. Bilbao - nice temperatures but too cloudy
6. Lima - nice temperatures, but too cloudy and too dry at the same time
7. Changsha - first half of the year too gloomy, summer too hot/humid
8. Phoenix - not a heat lover nor a dry lover, summer far too hot
9. Mosul - even hotter than Phoenix in the summer

Phoenix, 8 months of the year its great. Even though it get way too hot in the summer, I could deal with it. Anyway, the rest of the year it's warm and exceptionally sunny which is a great bonus. Also, the diurnal temp range is actually quite low for a desert location so thats a plus. The other climates have way too many problems that outweigh any benefits.
