Sao Paulo. I like the idea of both a 21C winter and a snowy winter, but Moscow's summer is short and too dry. Pick a random person living in Moscow and they will likely tell you its not a good climate to live in.

By metropolitan area, London is the largest.

They average around 85mm with 15 days of rain in their summer months. That's hardly "dry".

that is not true, even at looking at different sources and definitions, Moscow is bigger than London.

Never thought I'd do this, but I'm actually going to choose Moscow. Except for Tokyo, the others are somewhat lacking in seasonality.

Is the 10 year climate table for Moscow accurate??? If so, WOW.

Though this year they are having one of the coldest summers ever i believe.

That 19 million figure for Moscow is the city plus all of the Moscow Oblast - about 45,000km2.

In an area of 27,000km2 around London, there are about 21 million people.

but again, metro London is barely larger than the city limits of Moscow, if you include the suburbs, not even all of Moscow oblast, Moscow easily passes London.

London Metro
pop: 13,879,757
area: 8,382 km2 (3,236 sq mi)
Density: 1,656 /km2 (429 /sq mi)

Moscow "City"
pop: 13,197,596
area: 2,511 km2 (970 sq mi)
Density: 5,255 /km2 (13,606 /sq mi)

if you take equal area, Moscow > London
