Two quite paradoxical would-be tropical(ish) climates at high elevations as a result of the wet-dry patterns being reproduced in rather more temperate circumstances because of the elevation. One of them (Puebla) has very low annual swings, whereas the other (Johannesburg) has more significant. On the other hand the wet season peak after the summer solstice in May in Puebla, rendering a quite arid feel to last longer than it does in Johannesburg during its winters.
For me Puebla edges it as long as I have a good shade to spend the days in due to the extreme UV index! What settles it for me is that year-round the late afternoons and evenings would be perfect for outdoor acitivites, whereas Johannesburg would feel a little bit snappy during June and July evenings, and has a non-shorts season!
Wouldn't mind either, but I'd go for Puebla for not having a cool winter.
