Santiago the only decent one really. The others are either too wet, have too equable temperatures or in the case of Lima, excruciatingly dull and sunless.

Both are fantastic climates. Cool winters, quick spring warmups, great variable summers, excellent sunshine hours, good record lows, great precipitation patterns, etc. In November these cities turn into jacaranda heavens with purple blooms everywhere

Well as for Asunción it's roughly in the middle of Brasília and Paramaribo so it would steal votes from both but stand zero chance of winning since warm-lovers would pick Brasília/Caracas and heat lovers would pick Paramaribo or Georgetown or even Panama City that is right on the boundary to South America

Santiago or Quito. Santiago would be very nice if it weren't for the dryness and the high pollution during winter. The wiki figures are from the airport, and Quinta Normal central station is a bit warmer than the airport. As for Quito, it is one of the most comfy climates in the world for a capital. Just perfect for every kind of human activity.
As for the capitals not included, Caracas is another Brasilia (like Montevideo is another BA), Bogota is a bad version of Quito, and Asuncion is just awful.

On a side note, those La Paz figures are from El Alto, the highest part of the metro, so actually not representative of the main city itself, wich is warmer and on a lower elevation.
