Winters are nearly identical, though Chicago is sunnier. I'd still have to go with Oslo because at least it has comfortable summers. Both are horrendous either way.
Shocked that Oslo is winning consider that this forum is supposed to be "U.S. biased" and besides Chicago wins in almost every feature (sunshine hours,"interesting" weather, percentage of hours with comfortable temperatures, etc) except for the most avid heat haters. Chicago summers aren't even that "oppressive" in terms of heat, more like comfortably warm and maybe a little muggy except for during heat waves where the dewpoints become uncomfortable.
Both too cold, but Chicago is still an easy choice for me.
