Well that is a good thing, as it means largely rural and beautiful. And in my eyes the UK has far more severe winters than Mongolia, in that there is a severe lack of sun.

Absolutely, in my eyes a severe winter is highs of 8°C with almost eternally grey skies and occasional drizzle. A pleasant winter is one with -11°C highs with sunshine in 92% of daylight hours.
So if you give Winnipeg an F, surely the sunshine and dryness should warrant it a higher rating? It possibly is the only Climate in the world above 45 degrees latitude with 3000+ sun hours
What about Vostok Station? It is above 45 degrees latitude and has more sunshine than Bayankhongor. Would you give it an A too?
