Is Minneapolis a subarctic climate? (record, season, most, sun)

Minneapolis isn't -18'C and sunny. It's -18'C and sleepy.
The average daytime temperature is -3'C in Minneapolis. The average daytime temperature in Tromsö is also -3'C. However, Tromsö is windy and cloudy and rainy, and even if it, against all odds, is sunny, the sun couldn't be felt because it's so weak. However, in Minneapolis, even though it's -3'C in the shade on average, in the sun it's +5-10'C, especially when there's snow cover.
See, this is absolute mathematical proof that Minneapolis is in a whole other world in the winter compared to Tromsö.
In fact, I'd go as far as to say Minneapolis is borderline Subtropical. Yes. I said it.

For someone living on the north pole, Minneapolis could even feel like Miami.
Subarctic means you only have a 3 month summer and average high temps the rest of the year are below 50F. That's not anywhere in the continental US or the southern tier of Canada where the people live.

So MSP doesn't qualify. The closest locale that does is the extreme northern shore (i.e. Canadian side) of Lake Superior). Even Winnipeg and Edomondton don't qualify. However, Anchorage and the northern part of Canada's prairie provinces do.

Köppen isn't god. He just wrote down his subjective opinion of what makes a sub-arctic climate. It's not fact.
Maybe Trewartha? That classification has gotten more praise than Koppen.
