I would say somewhere on the eastern shore of marlyand or southern delaware is where you are gurranteed some snowfall every year down to sealevel. Further south than that could see some years with no snowfall. Now inland i would say northern nc/southern va gurranteed snowfall every year, if we allow for elevation then northern ga around 1500 ft up. Raleigh has had years with no accumulating snow, though i imagine a bit furth north like mt airy nc or roxboro that is not the case maybe? Maybe mt airy, roxboro is further east.
