I'd probably wear some kind of light soft shell jacket that's resistant enough for cold days but not the super warm winter coat I have right now. I would put it in my backpack in case of a warm afternoon. Regular jeans / pants and a long sleeve shirt underneath with a hoodie.

This kinda looks like March where I live.

Probably no shorts, I wait until it gets about 25c for shorts.

April has one of the widest ranges in temperatures, due to frequent fronts, jet stream pattern changes, and other variables as the circulation patterns are in seasonal transition. The default generally speaking is "spring jacket with a pullover", though variables include the amount of sun and wind. Keep in mind that at that time of year, the difference between the still cold lake and the warming air means that temperatures are often up to 10 F (6 C) cooler at the lake compared to what's reported at the airport, unless if you have a strong southwest wind to counter the lake breeze. A winter coat is still required though if you're venturing out late at night as frosts and occasional freezes are still an issue. That said, if you see weather forecasts in the 70s F, I'd bring some t-shirts with the jackets, as it can especially feel nice after enduring a long winter there!

Either spring jacket with just one layer beneath or light clothes, depending on daily pattern. April's averages there is like early May here and that's pretty much my combination between 1 and 10 May.

Average temperatures 59.0 / 38.8 F (15.0 / 3.8 C), average range 23.5 - 81.7 F (-4.7 - 27.6 C)

Depends on when in April, but in an average April, usually light clothes, because most outdoor activity is done closer to the high temperature than the low temperature.

If temperatures were right at average it would be shorts and a T-shirt, but on the borderline of pants and a T-shirt. If they were slightly below average, probably pants and a T-shirt, maybe a long sleeve shirt and a hoody on the coldest three days or so of an average April.

Decided to look at April 2014 to see what I would have worn (assuming I predicted the weather perfectly). I chose this month because the average of 59 / 38 F (15 / 3 C) was very close to the long term average, and the extremes of 26 F / -3 C and 80 F / 27 C weren't far from the norm.

Total: 18 days with shorts and a T-shirt, 6 days with long pants and a T-shirt, and 6 days with long pants and a hoody.

Spoiler

Shorts/T-shirt: 6th-13th, 17th-22nd, 24th-25th, 27th, 29th
Long pants/T-shirt: 5th, 16th, 23rd, 26th, 28th, 30th
Hoody/long pants: 1st-4th, 14th-15th

However, THIS April (2018) was much colder than average. 50 / 32 F (10 / 0 C) average, range of 20 - 80 F (-7 - 27 C)

A lot of day to day variability in temps during April. For example April 2016 which end up slightly below average had 9 days of max temperatures of 10C or lower with a absolute low max of 3C, but it also had 5 days of 25C or higher with an absolute high max of 29C.

I've spent many days in April in Chicago wearing sweaters and winter coats. And I'm not one to pull out the winter coat at the first mention of cold.
