All three months of Summer; drawn from nearest BOM station:

December = 3.9° C (24th, 1993)

January = 7.0° C (30th, 2009)

February = 5.4° C (7th, 2009)

Coldest = 3.9° C, thereby 1°-5° C by the poll.

London's is 10.7c on 3rd June 1953.

The coldest highs for the other summer months are 15c in July and 14c in August.

June = 53ºF/11.5ºC
July = 60ºF/15.5ºC
August = 58ºF/14.5ºC
September = 52ºF/11ºC

September is on average warmer than June here.

Seattle recorded a 50 F (10 C) high in June 1908.

Bowling Green, KY's is 59 F / 15 C on June 4, 1945.

July 17th has the warmest record for coldest high: it's never been below 79 F / 26 C for a high on that day, recorded in 2009. Period of record is since 1893.

I am not sure though for NY City there was a 59F high (which is about 15C) in August of 2007 and at the time they said that tied the lowest high temperature ever for all of August, so I am going with that one, though there may have been a lower high in late June or early September (not sure if you are defining "summer" as "astronomical" (June 22 - Sept 21) or "meteorological" (June 1 - August 31)
